Punjab’s Bill Liao Inam Pao scheme has resulted in penalties worth ₹9.07 crore for billing irregularities since its launch in September 2023, with ₹7.3 crore already recovered. Over 1.76 lakh bills have been uploaded on the Mera Bill App, driving stronger tax compliance and consumer participation.
The Government of Punjab, under the leadership of the Finance Department, has reported significant success with its consumer-driven fiscal initiative Bill Liao Inam Pao (Bring a Bill, Get a Reward). Launched in September 2023, the program aims to encourage citizens to demand bills for their purchases, thereby improving tax compliance and reducing revenue leakage.
Since inception, the scheme has led to the imposition of penalties amounting to ₹9.07 crore on entities found guilty of irregular billing practices. Of this, ₹7.30 crore has already been recovered, underscoring the state’s commitment to financial transparency and enforcement. Additionally, the initiative has expanded the tax base by facilitating 135 new tax registrations.
Public engagement has been at the heart of the scheme’s success. From September 2023 to July 2025, consumers have uploaded 1,76,832 bills on the Mera Bill App, a digital platform designed for this purpose. This surge in participation has also rewarded 5,644 winners, who collectively received ₹3,35,80,215 in prize money.
The reward system operates through a monthly lucky draw held on the 7th of each month. Eligible consumers stand to win an amount equal to five times the taxable value of goods or services mentioned in the bill, subject to a maximum of ₹10,000 per prize. The winning amount is directly transferred to the recipients’ bank accounts upon submission of the necessary banking details.
The scheme excludes certain categories such as petroleum products (including crude oil, petrol, diesel, aviation turbine fuel, and natural gas), liquor, purchases from outside Punjab, and B2B transactions. Additionally, only bills generated in the preceding month are considered for the draw, ensuring operational fairness.
Punjab Finance Minister Harpal Singh Cheema has urged citizens to continue participating in the initiative, highlighting that every bill uploaded contributes to the state’s fight against tax evasion while offering consumers a chance to be rewarded. The program exemplifies citizen-led governance, combining incentives with compliance measures to build a more transparent fiscal ecosystem.
